Special Activities of each Partner in WP 5

LP: MUC

Lead Partner: city of Munich (D) – Department of Health and Environment

  • MUC will contribute to the disambiguation of technical terms.
  • MUC will compile relevant demands (decisions of the city council, concepts, orders, articles) and will detect competences of soil protection in spatial planning of Munich
  • MUC will compile valid national regulations concerning soil protection.
  • MUC will detect deficits of national legislation as well adverse its execution as its implementation in planning procedures in Munich.
  • MUC will compile the possibilities of participation of citizens and of the Local Agenda 21 Process.

  • relevant (public) participation processes as they are applied in the region of Linz.
  • The possibility to extend the project area by means of co-operation with (an) other commune(s) in the city region is taken into consideration.
  • Contribution to the cooperative analysis of the relevant laws and regulations of all participating project partners as well as the conclusions and recommendations.

Project partner: city of Reutlingen (D)

  • Contribution of a compilation and description of the relevant laws and regulations in effect in Germany / Baden-Württemberg, incl. definitions

EU-P6: UHOH

Project partner: University of Hohenheim (D)

  • UHOH will consult every project partner.

EU-P7: UNITO

Project partner: University of Torino (I)

  • UNITO will act in collaboration with the Bolzano, Collegno and possibly other municipalities in the collection of the existing national, regional, provincial and local legislation on lad use planning, on its application and all other possible information that will be considered useful for the contribution to the project.
  • It will also collaborate to the comparison of the legislation with the other partners.

NM-P1: MARIBOR

Project partner: municipality of Maribor (SLO)

  • Definition of terms and survey based on literature work.
  • Compilation and description of legal ordinances on national and local level, other requirements and competences concerning soil protection in spatial planning.
  • Comparative evaluation of legal regulations, requirements and competences.
  • Evaluation of deficits in legislation with regard to execution and as well as with the implementation of soil protection in planning processes.

NM-P2: ZRH

Project partner: city of Zurich (CH)

  • ZRH is responsible for coordination of this WP and its smooth implementation.
  • ZRH will compile the legal basis for soil protection and spatial planning at EU, national and cantonal level on the basis of at least one municipality per partner country and on the basis of concepts like EUREK, EU-Soil Strategy, Alpine Convention (Protocols “Soil Protection” and “Spatial Development”) and will evaluate objectives and strategies.
  • ZRH will compile relevant regulations, resolutions and concepts concerning the environmental legislation, soil protection or spatial planning as well of the Cities of Zurich (CH), Reutlingen (D) and / or Munich (D), Linz (A), Bozen (I), Maribor (SLO), partner communities from other countries as of the higher level.
  • ZRH will make a synopsis concerning relevant regulations and by-laws for soil evaluation and the implementation in spatial planning (statutory provisions), procedures, application.
  • Disambiguation in legislation and legal norms.
  • Evaluation and comparative demonstration of the European concepts.
  • ZRH will detect deficits of national legislation as well adverse its execution as its implementation in planning procedures and in soil protection.
  • ZRH will compile the conclusions concerning as well the definitions of the requirements for the soil evaluation as the implementation in spatial planning.
  • ZRH will detect the basis concerning legislation and spatial planning in the range of allotment gardens.
