Objectives and expected results

Objectives:

• Legal and technical standards on EU-, national, regional and municipal level concerning soil, planning, competences and participation are the basis for the development and implementation of a planning tool concerning the evaluation of urban soils.

Results:

1. Synopsis of existing regulations and competences in participating countries
2. Description of planning procedures with focus on soil issues
3. Compilation of public participation opportunities e.g. by citizens and NGOs/NPOs.

Description of main activities

1. Compilation and evaluation of laws, technical standards and other regulations based on literature work
2. Description of administrative competences concerning soil protection in planning procedures
3. Evaluation of deficits in legislation and technical standards with regard to planning procedures
4. Summary of possibilities for public participation (e.g. LA 21)
5. Conclusions for the requirements concerning soil evaluation and its implementation in planning procedures with recommendations for action
